What it does

Quantities, an estimate and a stated scope for the tender

Tender estimating prepares the quantities and estimate a submission needs. The scope is reviewed first, so gaps and ambiguities are raised early as queries.

Assumptions and exclusions are recorded with the estimate, so the basis of the submission is stated, not implied.
